The reason why I think Montevideo is such a special city is that it's small enough to walk around but big enough to have some great history, architecture and really cool pubs and restaurants. Most of the cities' interesting buildings and museums are in the Ciudad Vieja, west of Plaza Independencia.
Cartagena is such a great city to explore, especially with a loved one! There are little romantic corners all over the city.
